Can a virtual terminal send Level 3 data?

Short answer

Generally no. A standalone virtual terminal has no connection to your invoice lines, so it cannot transmit the product codes, quantities, unit prices and freight amounts Level 3 requires. Some gateways offer an enhanced-data entry screen where a user types line items manually, which does qualify, but it doubles data entry and degrades the moment somebody is busy. The durable answer is a connector that reads the invoice directly from your ERP.

This is the single most common reason a B2B seller is paying non-qualified interchange on most of their commercial card volume without knowing it.

If your accounts receivable team takes card numbers over the phone and types them into a separate system, you are non-qualified by construction regardless of how good your invoice data is.

Important caveats

  • Confirm whether your gateway offers enhanced-data entry before assuming manual entry is impossible. Some do.
  • Manual entry that is inconsistently completed is worse than none, because qualification becomes unpredictable and hard to diagnose.
