Level 2 and Level 3 Data Questions
Questions about the specific fields Level 2 and Level 3 require, where each lives in your systems, and the reasons qualification silently stops.
What Level 2 and Level 3 data are, which fields are required, and why commercial card transactions fail to qualify.
What this category covers
This category covers the specific fields Level 2 and Level 3 require, where each lives in your systems, and the reasons qualification silently stops. The answers are written to give you the structure of the decision - what has to be true, who decides it, and what to get in writing - rather than a single number that stops being accurate the moment your volume or card mix changes.
Where an answer depends on your own account, it says so and points at the statement line that would tell you. A page cannot know your effective rate, and any page that claims to is guessing.
Why it matters operationally
On commercial card volume this is the difference between one of your cheapest ways to get paid and one of your most expensive.
The cost of getting this wrong is rarely dramatic. It is a few basis points on every transaction, every month, which is exactly why it goes unexamined for years.
Where operators go wrong
- Assuming a processor that supports Level 3 means your transactions are sending it.
- Billing freight on a separate ticket, which removes a required field and fails the whole record.

What is Level 3 processing?
Level 3 processing is the transmission of detailed line-item data alongside a commercial card transaction so it qualifies for the lowest interchange rate the card networks offer. It requires product codes, item descriptions, quantities, unit prices, freight and duty on top of the Level 2 requirements of sales tax and a purchase order reference. It applies only to commercial, corporate, purchasing and government cards, because consumer cards have no Level 3 category.

Can a virtual terminal send Level 3 data?
Generally no. A standalone virtual terminal has no connection to your invoice lines, so it cannot transmit the product codes, quantities, unit prices and freight amounts Level 3 requires. Some gateways offer an enhanced-data entry screen where a user types line items manually, which does qualify, but it doubles data entry and degrades the moment somebody is busy. The durable answer is a connector that reads the invoice directly from your ERP.

This category is still being built out. We keep it linked from the questions hub, but hold it back from search listings until it carries at least 3 published answers — a page with nothing to list is not worth anybody's click.
